NG-CDF OFFICER UNDER FIRE: Sh65.5 Million Scandal, Bribery Claims, Poll Manipulation and Explosive Allegations Rock Nyangwara Obura Alfayo Nelson

Sh 65,542,562 NG-CDF officer swindler Nyangwara Obura Alfayo Nelson is alleged to have conned and bought an opinion poll at a cost of Sh100,000 in a bid to boost his popularity, cleanse his damaged image, and win the hearts of people who are unaware of the massive amounts allegedly looted from various constituencies.

The embattled NG-CDF officer, Nyangwara Obura Alfayo Nelson, who is accused of swindling billions of public funds, is said to have bribed Politrack Africa and Mizani Africa with Sh100,000 in exchange for favorable popularity ratings so that his dark side would remain hidden from the public.

The besieged officer previously worked at the Matuga CDF office, where he allegedly looted heavily, leading to his dismissal. Following that ordeal, he allegedly bribed his way back through the Malindi CDF office, where his brother, a disabled man, reportedly assisted him in securing another opportunity.

It is at the Malindi CDF office where he is alleged to have misappropriated Sh65,542,562, and he is now said to be using every possible means to gain political goodwill.

A close source within his camp, only identified as Dianah  with other names withheld for security reasons was allegedly heard speaking to fellow ladies during a tete-a-tete discussion, claiming that during a closed-door meeting, Nyangwara Obura Alfayo Nelson personally contacted sources connected to the opinion polls and instructed them that he was releasing Sh100,000 in exchange for political opinion results that would award him 68%, while the rest of his competitors would be given a small margin.

Shocked members who reportedly murmured in silence during the calls questioned why his close associates continue to languish in poverty while he allegedly spends huge sums bribing Mizani and Politrack for political gain instead of addressing crucial issues affecting the people.

“Nyangwara Obura Alfayo Nelson always tells us that the amount of money he stole from the constituencies where he has worked is enough for him to buy every voter in Nyali. He gave clear instructions that he would do anything on earth, even if it means taking souls, as long as he gets the Nyali seat. The guy even faked his age do you think we can trust him easily?,” she allegedly said.

Another close ally, identified as Anold with other names withheld for security reasons was also allegedly heard telling colleagues that if Nyangwara Obura Alfayo Nelson had stolen CDF money meant to benefit residents of the constituencies where he served, then he cannot be trusted with leadership in Nyali.

The source further claimed that they feel untouchable because they have allegedly grabbed land in Nyali and are protected by certain chiefs, some of whom are allegedly compromised.

“We don’t care as long as what we want goes our way. We have even blackmailed some chiefs, so we are firmly protected and we have enough goons within our camp,” he allegedly said.

A few months ago, human rights lobby groups reportedly filed a formal complaint with the National Government Constituency Development Fund (NG-CDF) Board seeking urgent disciplinary action against Nyangwara Obura Alfayo Nelson.

In a letter addressed to the NG-CDF Chief Executive Officer, the group accused Nyangwara Obura Alfayo Nelson of gross violations of the Constitution, illegal political campaigning, and a series of serious criminal allegations which they claim undermine the integrity of public office.

The petition, signed by Convener Bradley Ouna, specifically alleges that Alfayo has been using his official position to influence the electorate in Nyali Constituency, Mombasa County.

According to the lobby group, Alfayo has been actively campaigning for personal political gain, a move they argue directly violates the public service code of conduct and Kenyan laws governing the neutrality of public officials.

Ouna stated in the letter that the officer has on numerous occasions used his status as an employee of the fund to participate in political activities, warning that the group is prepared to seek legal redress should the official fail to immediately desist from such actions.

Beyond the allegations of political interference, the complaint also contains explosive accusations regarding the official’s conduct within the community.

Nyangwara Obura Alfayo Nelson is accused of involvement in a wide range of vices, including corruption, money laundering, and the alleged sponsorship of organized criminal elements.

Local sources in Nyali further claim that Nyangwara Obura Alfayo Nelson allegedly “bribed his way” through various offices to evade accountability for past corruption allegations, including claims that he misappropriated bursary funds from Malindi in order to finance his current political ambitions in Nyali.

The petition also details a pattern of alleged social misconduct and predatory behavior. One anonymous source alleged that Nyangwara Obura Alfayo Nelson was involved in several sex scandals, claiming that he targeted married women and even members of his own campaign team by allegedly offering favors in exchange for sexual relationships.

One woman further claimed to possess chat records allegedly showing the official soliciting her, while allegedly telling her that her husband lacked the financial ability to provide for her the way he could.

Further allegations accuse the official of sponsoring “panga-wielding” goons who have allegedly terrorized residents in Nyali while spreading divisive ethnic rhetoric claiming that Nyali belongs to the Luo community and that it was their time to take over.

According to claims contained in a video reportedly in possession of sources familiar with the matter, during a recent engagement with some Luo groups, the NG-CDF officer was allegedly heard saying:

“Nyali is for the Luo. I cannot allow any community to disrupt our Luo unity in Nyali. We were not born to be bodyguards. I will do anything as long as I get that seat,” he allegedly said.

The remarks reportedly angered a section of locals, some of whom have since branded him a failure and a propagandist.

The petition also links him to an incident during the recent festive season in which an associate identified as Samuel Ogoye was reportedly arrested by Nyali police following an alleged robbery involving a local woman.

Concern Citizens, an organization focused on public accountability and social justice under Article 43 of the Constitution, has also copied the petition to the Commission on Administrative Justice.

The group maintains that it will continue pursuing legal action and public petitions until the NG-CDF Board addresses what it describes as grave concerns surrounding the conduct of Nyangwara Obura Alfayo Nelson.
