Why KFCB Examines and Rates Audio-Visual Content

The Kenya Film Classification Board has proposed a self-classification framework that once enacted will see the involvement of industry players in the examination and classification of audio-visual content.


Speaking during a stakeholder’s forum dubbed: Creatives in Arts and Film Literacy (CAFIL), held at the Tom Mboya College in Kisumu, on 16th September 2024, KFCB’s Ag. Principal Film Classification Officer. Ms. Redemptah Amondi, indicated that the transition to the self-regulatory regime shall be pegged on prior training on the local film classification guidelines and other regulatory requirements.


The Films and Stage Plays Act, Cap 222 of the Laws of Kenya mandates the KFCB to issue certificates of approval for films and broadcast content upon examination and classification.


The essence of content classification is to protect children and vulnerable adults from exposure to inappropriate audio-visual content.


Ms. Amondi stated that film and broadcast content examined and classified by KFCB is rated as: GE (General Exhibition), PG (Parental Guidance Recommended), 16 (unsuitable for persons under the age of 16), 18 (Restricted to adults only), and Restricted/banned.


“In examining and classifying film and broadcast content, the KFCB is guided by classifiable elements among them: violence and crime, sex, obscenity and nudity, occult and horror, drugs, alcohol and other harmful substances, religion and community and propaganda for war, hate speech and incitement,” she added.


The CAFIL program which targets stakeholders in the creative industry will be implemented in Nakuru, Embu, and Mombasa, before being rolled out to other regions in Kenya.
